Non-CITES trade

Exports of non-CITES species consisted mainly of live, captive bred Columba livia exported by Spain for commercial purposes. Imports of non-CITES species principally comprised reptile skins and skin products, dried plants and plant derivatives.

Council Regulation (EC) No 338/97 provides for the control of trade in some species that are not listed in the Appendices to CITES; such species may be listed in Annexes A, B or D. Monitoring of trade in these species is entirely dependent on reporting by the Member States of the European Union. As such, candidate country trade is not included in this section. EU Member States are not required to report on exports of Annex D specimens.

The table below provides an overview of EU-reported (re-)exports of taxa listed in Annex A, B or D and which are not listed in the Appendices to CITES. The majority of exports were of captive bred specimens for commercial purposes.

Six Annex A or B taxa were imported in 2010, the majority of transactions consisting of live Trachemys scripta elegans. Trachemys scripta elegans has been listed on Annex B since 1997 and live specimens (all sources) have been subject to an import restriction under Article 4.6(d) since listing. Of the 104 live individuals imported in 2010, 78 were imported for scientific purposes and were hence exempt from the import suspension as outlined in Article 71.4(b) of (EC) No 865/2006. The three specimens imported as personal possessions may have been exempt from the Article 4.6(d) import restriction if the importer was moving into the EU to take up residence, in accordance with Article 71.4(c); the derogation in Article 71.4(a) may have been applied to captive-bred and born specimens. The remaining specimens were confiscated.

Live specimens of Rana catesbeiana have been subject to an import restriction under Article 4.6(d) since listing in 1997, however only bodies were imported in 2010.

EU imports of Annex D taxa principally comprised reptile skins and skin products, the majority of which were reported without a source; as in 2009, the primary species in trade were Homalopsis buccataElaphe carinata and E. radiata. Large volumes of Annex D dried plants and plant derivatives were also imported, the principal taxa in trade being Harpagophytum spp., Arctostaphylos uva-ursiCetraria islandica andGentania lutea, as in 2009. Trade was principally for commercial purposes or reported without a purpose.
